Global Cooling Continues

Continuing a decade-long trend of declining global temperatures, the year 2008 was significantly colder than 2007, and global temperatures for the year were below the average over the past 30 years.

Labour 'double standards' as smoking ban is lifted for G20 world leaders

Labour has been accused of double standards for amending legislation to allow world leaders to use smoking rooms during the G20 economic conference.

Dozens of heads of state, politicians and diplomats will be meeting at the Excel Exhibition Centre in Docklands, London, next month.

It is believed that laws have been changed to get around the smoking ban and provide specialist rooms that the visiting dignitaries can use.

Smoking in all enclosed public spaces and places of work was banned under the Health Act 2006, and came into force in England in 2007.

It is not clear which Government department has amended the law for the venue or whether is only a temporary measure.

An American activist critically wounded by an Israeli gas canister in the West Bank is "hanging from a thread" after brain surgery Saturday, friends said.

Tristan Anderson, 38, a "tree-sitter" from Oakland, Calif., was hit in the forehead when troops shot tear gas during a protest of the separation barrier between Israel and the West Bank village of Naalin.

Hawaii Soldier Charged With Stealing $400K In Afghanistan

A former dispersing officer for Schofield Barracks units in Afghanistan pleaded not guilty to stealing $400,000 from the government while on deployment in a finance battalion.

Gilliam apparently brought about $400,000 in cash home in his luggage. The IRS got suspicious after he converted $254,000 into a First Hawaiian Bank cashiers check.

Gilliam is not the only soldier accused of stealing American cash from the war zone. Just last week a captain from Beaverton, Ore., was accused of sending home $700,000 from Iraq.

All travel plans to be tracked by Government

The travel plans and personal details of every holidaymaker, business traveller and day-tripper who leaves Britain are to be tracked by the Government, the Daily Telegraph can disclose.

Anyone departing the UK by land, sea or air will have their trip recorded and stored on a database for a decade.

Passengers leaving every international sea port, station or airport will have to supply detailed personal information as well as their travel plans. So-called "booze crusiers" who cross the Channel for a couple of hours to stock up on wine, beer and cigarettes will be subject to the rules.

In addition, weekend sailors and sea fishermen will be caught by the system if they plan to travel to another country - or face the possibility of criminal prosecution.

Bailout money is flowing abroad

Much of the new money the Bank of England has "printed" to stimulate the UK economy is ending up abroad where it will be of no benefit to UK households and businesses, according to an analysis of the Bank's "quantitative easing" programme.

The Bank is in the process of purchasing about £75bn of government securities, or gilts, over a three-month period, the first instalment of a massive £150bn programme. The Bank is effectively converting these government securities or gilts into cash and bank balances which, it is hoped, will be used to support lending and spending in the UK and boost the economy.

But City experts analysing the scheme for The Independent say large quantities of money will simply end up abroad because so many of the gilts are held by foreign investors.
